Version 12.2.9 can directly be upgraded from EBS 12.2.X base version. That means you can just apply the EBS 12.2.9 RUP patch to upgrade to EBS 12.2.9 version.
But for EBS 11i and EBS 12.1 customer they have to first upgrade to EBS 12.2 base version and then they can apply EBS 12.2.9 upgrade patch.

No major and significant changes for DBA point of outlook in this EBS 12.2.9 version.
Financials: Improved supports for IFRS16 and ASC842 from an accounting and operational perspective
Order Management: Extends its support for recurring payment streams with a usage-based billing option to automatically generate invoices based on customer usage
Procurement: With Oracle Purchasing, organizations can be defined and capture additional business attributes. And it can communicate unique procurement needs to suppliers
