When trying  to assign responsibility to a user, the following error occurs.

Error Oracle - 20001: ORA-20001: FND_CANT_INSERT_USER_ROLE(USERNAME=AKUMAE) (ROLENAME=FND_RESP|INV|XXFM_ROUTIN_VIEW|STANDARD)

(ROUTINE=FND_USER_RESP_GROUPS_API.Insert_Assignment) has been detected in FND_USER_RESP_GROUPS_API.INSERT_ASSIGNMENT

There is a conflict between the user's direct and indirect responsibility and role assignments.

As this responsibility is already added to the user via roles, we need to remove the responsibility 'XXFM_ROUTIN_VIEW' from the user record. Once it is removed, the record can be successfully saved.
