Unable To Get Logical Block Size For Spfile Reported in Database Instance Alert Log File

This occurs when pfile in DBS directory has reference to non existent spfile reported in alert log.

This is due to bug in Oracle 12c.

Workaround:

1. Remove the PFILE if Database does not references it.
2. Edit the PFILE to refer the correct SPFILE path.
