Check the VIP name and status,

VIP IPv6 Address:
VIP is enabled.
VIP is individually enabled on nodes:
VIP is individually disabled on nodes:
So from this only VIP devdbrac2b is working
Relocate the VIP back to 1 st node,
[oracle@DEVDBRAC2 log]$ srvctl relocate vip -vip devdbrac1b -node devdbrac1
After check status on both nodes using,
crsctl stat res -t- it should shows ONLINE and STABLE state.
